I am happy to endorse Anne Carroll for Berks County judge. During my years as Chief Judge of the federal district court serving Berks County, Anne Carroll served as senior staff attorney to Judge E. Mac Troutman, a highly regarded judge on our court.

I know that Judge Troutman found both her legal and practical assistance invaluable, and that he relied upon her mature good judgment, as well as her legal work. I also reviewed her work occasionally, and found Anne’s legal research to be accurate and thorough and her draft decisions to be clear and persuasive.

I am confident that Anne has all of the right qualities to be a good judge, including a great knowledge and love of the law, absolute fairness, a calm demeanor and even temper. I never heard, directly or indirectly, a complaint concerning her interactions with any attorney, party or any member of Judge Troutman’s or the office staff. My assessment is that Anne was both liked and respected by the lawyers who appeared before Judge Troutman and her co-workers.
